Can you move to a different home base? I've been playing for a while and haven't gotten the mission from Jacob Ritter. Also, I haven't gotten the mission to get the doc. I don't know if you're passed that point in the save and I just have to wait for the moving mission.

You should be able to. After you get the doctor from the wilkersons and save him in the cemetery afterwards, just do a couple side missions or so. You should be able to come home to see Jacob and Lily arguing about finding a bigger house, which should trigger the quest. I think you have to have more than 12 ppl too, not really sure. Try doing the army missions in town too, maybe its connected. :D
i usually get the quest after doing said things above.

Idk, i already got all the chievos so i cant tell. Might need someone to test that out. As for the facilities one, you might have to wait till you move to a bigger base to get that, like the trucking warehouse. Either that or just destroy one of the current facilities and just build a new one on it that you didnt have, like the library or garden.

Unfortunately, theres no way to change that part that i'm aware of just yet. I'll let you know if i find something.
