Any dll you reference in your program must be included in the build.
Like I said above, you can merge them with your exe or just include them in a folder.
If you are using DotNetBar, you will need to include all the dlls used in the same directory of the tool.
You could merge them, but it is better just to include them all in one folder.
I checked out the new save and so far it doesn't look like they changed the structure.

The error is telling you it can't use the file because it is opened in another program.
In Horizon's Device Explorer right-click the save and hit extract. Don't open it in the Package Explorer and go to the Contents tab.
That error is caused by not opening the CON file.

If you are looking in the contents tab you are already wrong.
My ToolKit opens the Xbox Container File, which is what you open when you are looking in the contents tab.
That's because you are trying to open the extracted save data instead of the container...
The file you are using is the file that's inside the container in the content tab.
Open your corrupt save with my WWE 2K16 ToolKit, and extract Block1.
