To you and everyone else that said they are having trouble accessing the FFXIII editor:
The application opens in it's FFXIII-2 format, to get it to switch to FFXIII, just open an FFXIII save...

Did you mod the key items anytime before this started happening? If so, once you mod key items it completely screws you over for that play through. You won't be able to pick up/use keys or other key...
