Try Editing "inventory/currency/race_certificates" to 999 or 99 the 9999 is too high I used 99 and it worked..

You are incorrect! It works for everything ammo,cash,ingredients,certificates, Even your vehicles ammo count.

You just have to edit the right value, and the values are capped, like the sniper...
