Does this editor no longer work? I noticed after saving in the editor, closing it and bringing up the newly modded file in the editor, nothing is saved even after hitting save in the editor itself.

I wonder if anyone has tried to make an editor for Skyrim similar to the editor for Oblivion, where you can edit skills.
