how do they make these modding tools

ive always been amazed by the moding tools. can some one teach me how to make one.

It requires programs that deal with coding and those who are experienced can make ones in seconds. You can start a blank template and add things on the way.
I am not a developer, but I've seen done before and I might take a class in my school that provides this learning material.

not really, it depends on what type of program your trying to make some can take days even weeks to put together and still have bugs in, it depends on the complexity of the program for instance if you want it to decrypt the save and then re-encrypt it afterwards, if it adds items/effects whatever else, if the offsets are float values or static values, how many extra tabs and stuff you have in it, it also depends on the programming language (the most common being C# which is used by things like microsoft visual studio) but if you really want to learn how to program i suggest you look in the programming section you can find some good begginers guides and some advanced ones to get you going.

Programming is not difficult, if you want to learn. First thing obviously would be to decide what Language you want to use and for what.
