It's to do with a WWE storyline to justify his short hair that he wanted HHH at Wrestlemania and he cut a piece of his hair off each day until HHH agreed to the match..........they even say it on the Wrestlemania Pay per view during the match. Of course it's just a storyline......nothing else.
