Prototype 2 - All Upgrades Complete - Normal

Heller as strong as he's going to get. You can begin New Game Plus with this save if you load it first and create a new autosave.
You'll probably get a few achievement pops if you complete a mission quickly.
Remember to resign for your profile. Enjoy. :)

*Edit* Just a note; using an XP editor only gets you 1/4 of the game's upgrades. This save has 100% of the collectables found, all BlackNet missions done and all 46 random encounter consume upgrades.

*Edit 3* Someone asked me how to begin a new game+ with this save. My save file is "slot-B.bin". The game's autosave is "slot-A.bin", and is automatically created anytime you do "anything". As soon as you manually load this save, the game will prompt you if you wish to overwrite your existing autosave slot to begin. Answer "yes" to that question, then quit back to the main menu once you load into it. You should then see a "New Game+" option on the main menu. Keep in mind, you don't quite get access to *everything* as soon as you start the game. Certain moves, like the vehicle hijacking, are enabled through story progression.

*Edit4* Included the "profile.bin" for NewGame+ mode. Kinda stupid to miss that on my part, apologies. >_<

Finishing the game it's always a good idea .. I only got my last upgrade after beating the game

Try going into the BlackNet menu, and replaying one of the missions. One of my friends said the level cap achievement popped for him when he used an XP editor and did that to his save, so perhaps the same will apply to this save.
