Here Is a save with all challenges completed, i dont know if it will unlock the achievement as i dont have the game anymore to test!!
I think you need the gpd file aswel so i put a link for that also.

Well you replace the gpd of his with your inside your profile in horizon

all it does is unlock all tac challenges for single player but at least I know where this stuff is stored
