Yes you can unlock XBLA games if you have a RGH/JTAG/Dev, if not you're out of luck.

The only form of getting games you did not pay for on a retail console would be to License transfer from a friend that already has that stuff and doesn't mind sharing their profile to transfer all licenses. But same answer as Quicky too.
