That's true. Gen Fu is also still locked. While story mode isn't all that hard, I don't think costumes from locked characters are included in this save.

EDIT: Actually, upon playing a bit, I'm noticing that all the story challenges have been completed (even ones that I didn't complete on my original save), despite the fact that story mode itself has not.
