Here is my starter save modded with the following:
Coins = 100000000
Ammo = 9999999
Powers = Unlocked and fully upgraded

The save is at the start of the escape from prison mission(first mission).

This would be great to start with, the powers however can you create a starter save without the powers full upgraded maybe just with the upgrade points unallocated or something. Thank again

got passed the part where you get picked up and you get the mask blah blah blah, right after you do the dream crap and really get your powers, right after that I wasn't able to use any of my powers... I could equip them and everything but when I would click the left trigger nothing would happen.

Here is the link but also the save is the real deal too
max ruins max cash max ammo max upgrades.
The max starter save doesnt work because once you get to a certain chapter you lose all your max inventory.
this save has max all and it makes it so you will never lose your max inventory
