Same problem here (and has been reported several times in this thread). For RDR GOTY edition, not Undead Nightmare GOTY, of course. I even tried enabling it while standing inside a shop and at the counter with the purchase window open. Says Activated then quickly changes to Disabled then Activated again, but the end result is the money stays the same and goes down with purchase. I have NO other plugins enabled. Hope this gets fixed because this game is super stingy with giving you money so far (I got a whopping $3 for doing a complicated mission) yet wants you to shell out $150 for a gun or $100+ for a property.

In the meantime, if the money doesn't get fixed you can try the method in this video. It's a way to effectively double your money. I used it now I've got over 98k I don't know what to do with.
