Well, it depends. Hyper Sonic is exclusive to the games (or rather the one game he was in) while Ultra Sonic is likewise exclusive to the Archie comics (Hyper Sonic is never seen in the comics nor is Ultra Sonic seen in the games). Both forms share the fact that they are each the next step above Super in their respective canons. The biggest difference is how they're reached: in both canons Super Sonic is achieved by collecting seven Chaos Emeralds and at least 50 golden rings, but Hyper Sonic is attained when Sonic collects the seven Super Chaos Emeralds (usually just called Super Emeralds) and 50 rings, while Ultra Sonic is gained when Sonic draws on the power of several thousand golds rings without any Chaos Emeralds. Something else to note is that Sonic can also transform into Ultra Sonic when he charges his body with the power of a single Super Emerald.
So since Ultra Sonic can be achieved with one Super Emerald and Hyper Sonic needs all seven, I assume Hyper Sonic is somewhere in the vicinity of seven times stronger/faster than Ultra Sonic. Scary stuff when you think about it. Remember, Hyper Sonic is capable of accelerating so quickly that the resulting lightspeed sonic boom completely decimates everything in the area (the move is actually available as a ridiculously overpowered double jump in S3&K).
To answer your question, I'd guess that Hyper Sonic is the strongest ever shown officially, but there are no actual numbers or official statements to support it.
Super Shadow is roughly the same speed as Super Sonic. It's commonly excepted that Shadow is just short of Sonic's speed without his jet skates (he needs to engage them just to keep up with full-speed Sonic) and just a touch faster when he starts skating (some sources mention that the skates help him move quicker than Sonic, like Sonic Battle for instance). Also, Shadow has greater mastery of Chaos Energy than Sonic, but he also isn't as experienced at controlling his super form. All in all, I'd say Super Shadow is probably neck in neck with Super Sonic in terms of speed. Remember, Sonic and Shadow are constantly beating each other in races and fights (when one wins a fight or a race at one point, the other usually wins the next time).
Also, let's not forget Shadow's inhibitor rings. Once he takes them off, he's able to exert a huge amount of energy (almost as strong as his super form) at the cost of his stamina dropping almost immediately. I imagine if Super Shadow took off the rings, Sonic would need to go straight Hyper to beat him! Let's hope Shadow never gets close enough to the Master Emerald to turn his Chaos Emeralds into Super Emeralds. Hyper Shadow without inhibitor rings would easily be the strongest being in the entire game canon. >.>
As for the other characters, Knuckles has both super and hyper forms, and they're reached the same way as Sonic reaches his forms. Super Knuckles is a bright pink color, while Hyper Knuckles is the same bright pink but he flashes white with power. In Knuckles's case, his hyper form isn't all that much fast than his super form, but his hyper form is exponentially stronger (he's so strong that he causes an earthquake every time his fists hit a solid substance). Also, Knuckles is probably more familiar with the manipulation of Chaos Energy than any other character in the series (only possibly being rivaled by Shadow), so I wouldn't be surprised if he has a few tricks up his sleeve (indeed, he is one of the few characters in the Archie canon to reach the highest transformation and become Chaos Knuckles, the only other characters being Shadow when he turns into Chaos Shadow and Dimitri when he becomes Enerjac).
Tails, on the other end, really got the short end of the stick. He isn't used to harnessing the power of the Chaos Emeralds using his own body (he typically makes machines to do it for him), so even after gathering all seven gems, he still isn't able to achieve a super form. However, because of how powerful the Super Emerald are, Tails is able to use them to become Super Tails. While the super forms heighten every physical aspect of the user to some degree or another, it's the user's greatest asset that the form brings out most (Super Sonic's speed, Super Knuckles's strength, Super Shadow's Chaos Control, etc), and nowhere is this seen more clearly than with Super Tails; he isn't particularly adept in any way physically, so the super form only gives him the standard buffs that one would already expect from it. However, probably due to his strong desire to help his friends (or some other similar reason, don't quote me on this), a group of Flickies will tend to come to him and use the energy he gives off to also transform. The new "Super Flickies" will then bombard everything that is seen as a threat! Writ plain, gameplay wise, Super Tails is the most overpowered thing ever, as you literally just have to stand there while the Super Flickies kill all enemies on screen, even bosses!
Likewise, Super Silver is basically the same as Super Sonic, but his psychic powers are what's enhanced the most instead of his speed.
It isn't really explored much outside of S3&K and some side stories. Obviously you know about Super Sonic; if Super Sonic via Chaos Emeralds is likened to SSj1, then Hyper Sonic via Super Chaos Emeralds would be SSj2. Also, I'm not sure if there's any technical reason that he couldn't, but if Sonic ever achieved a higher transformation via Master Emerald/Super Emerald combo (technically the Super Emeralds are already a Master Emerald/Chaos Emerald combo) then I guess we could liken it to SSj3, though I doubt it'll ever happen, as the Master Emerald is almost NEVER seen to be used for anything except for to amplify/suppress the energy of the Chaos Emeralds (with the single exception being the only time it was ever used for a transformation, when Mecha Sonic used it to transform into Super Mecha Sonic in the fight with Knuckles).
Also, another fun fact: Sonic was vaguely inspired by DBZ. Yuji Naka is a huge fan of Dragon Ball. Sonic himself is loosely based on Goku (his simple happy-go-lucky attitude and strong desire to help the helpless) and Super Sonic is based almost entire on the Super Saiyan transformation (like needing 50 rings to turn super, just like how the Super Saiyan transformation increases base power by 50x). Other parallels can be seen all over the place, especially between Silver and Trunks.
