It you want to mod this game then you'll need to use CKY's editor. This editor was not updated when the last patch and ROS was released.

No, it doesn't. As far as I'm aware both the PS4 and Xbox One are not currently moddable.

you can use modded saves on the ps4/x1. you just need the ps3/360 version of the game as well. so you can export/import the modded save to the ps4/x1.

I had the same problem using windows vista. Then i changed to 7 and problem solved
