For sum reason says i must hit like to download which i've done a while back well i tried to hit like again an it says i dont have permission to undo like so it recognizes that i've done hit liked but yet still no download button anyway to update it

Maybe admin must fix the 'like' button issue.

I'm not the admin here. "Ozzmonkey" had the same issue & updated his post saying it's showing up for him now.
Try to Remove your like, log out, log in wait 1-3 mins and see if it's possible.

Update: Admin Sephiroth now enabled the permission to remove likes.
Remove & like aggain if it still causes problems.
