it does not really do that. but if I can explain in more detail how you could do greatly appreciate it. or you'll have a file like this but with more characters editable

Not quite sure what you mean here but I'll try to explain how to make multiple characters out of this save

1. First Load this (modded save) save into Horizon (I don't know if you have access to the save file content in other programs but if so it should work)
2. Load your own save
3. Copy your save ID and Console ID and user ID onto the modded save save and rehash
4. Next click on the content tab and extract the "Data01" from the modded save onto your computer anywhere
5. on your computer select the recently extracted "Data01" and rename it to "Data(XX)" x= What ever number you want to put in according to which "Data" slot you will replace in the content tab of the modded save (they must be the same number)
6. on Horizon on the modded save in the content tab right click on the corresponding Data# and select replace and then select the extracted data you renamed to the same number.
7. You can rename the same Data01 multiple times (rename to 02 and replace 02, 03 and replace 03, 04... and so on) and then save and rehash when done.
8. Transfer save to USB and then Transfer save from USB onto HD of Xbox (do this exactly as stated for best results)

Using only the modded Data01 of this save myself and had 4x the starting characters with the same stat and equipment

Thank you for this nice save but it seems that the Fire Longsword is missing in this save.

I dont know if this happened to anyone else but the items got reverted to 535 in my Item Box its still a nice amount just wanted to mention it.

I believe that the 535 is the end of 65535 but the game only displays the last 3 digits try burning weak souls to test this I on the other hand am just gonna take it for what it is

I put the save onto my usb and when I start up Dark Souls 2 it just says New Game and Information no continue porque?

Yep, the game only displays max 999.

When you 'withdraw' items; the counter in the item box just resets itself; 535, 420, 151, 089, 909, etc.

I only checked wilted herbs but everything else should be ok.
