You earn points by completing certain Challenges in the Game like 20 SMG Kills etc... and with those Points you Rank Up and Unlock new Skills/Powers/Upgrades etc...

Yep, it unlockt all my Skills/Powers/Upgrades and it gave me both my Achievements for reaching Rank 10 and 21 in a legit order. Thanks :)
Note: Just had to load up a Level and earn 1 Challenge to get my Skills to fully unlock/update.
