Resident Evil 4 HD Start-Save

Hold on I am a bit confused now...

I have the EU version of the game, and it was definitely uncensored when I played it with my own save progress.

After I downloaded a game00_en save, and modified it, I got all the goodies except gores or exploding heads

So is JAP version censored or not? How do I get gore?
