I could make it, but a level 5 with the skills maxed would still mean you can't level up.

Testing Hall = room with containers that have all the items in it. These are 360 saves.

Where's what at? You will be in the testing hall when you load up the save, it's the same room where the guy tells you to get some armor.

Does anyone have a Skyrim save at the beginning as a default Male Nord with with stats modded to the default max you can attain by normal means, like all skills at 100 and max points to get perks?
