Here is a save I've been working on over the past 2 weeks with my RGH console, realtime editing the default.xex & decrypting the save bit by bit, one offset of hex at a time, until I could implement every single item into your inventory box from the very first typewriter in the game.
Each and every weapon has 'infinite' ammo. Health isn't unlimited, but is stocked as far as 1471740 so you will have plenty to last without ever running out.
Every single item in the game has been added to the inventory box, however I have left a few kickass overkill weapons in your user inventory at the start of the save. See for yourselves.
Note: due to the instant availability of every item at the start of the game, selecting certain items you haven't yet unlocked at that particular part of the game and using it to advance from point A to E in an instant, you may possibly freeze. Most occurrences have successfully skipped without any crashes though, for me. Enjoy!

When I uploaded the save to Mediafire, it put a ".bin" extension on the file. You must remove the .bin extension for the save to work.
UPDATED SAVES: The save now include 3 slots, each at the prison facility. One for Claire just outside of the prison, one for Claire in the metal detector room and one for Steve, who is also in the metal detector room. The metal detectors are filled with items so that you can have a bit more flexibility with the weapons and items you decide to equip at the start of the save; without having to make your way all the way over to the palace.
Note: Do NOT equip the magnum or the sniper rifle as Steve. You'll regret it.
If you get bitten by a vampire bat as Steve, you'll also regret it.
If you use certain items to skip & progress through the game from A to D in an instant, you might 'break' the game, and in doing so, bottleneck the possibility to progress any further later on in the game, possibly even encounter breakable glitches that also prevent you from progressing.
If you use the airport key and go into the cargo lift, you'll break the game. And die in 5 minutes. You'll also meet the tyrant very early.
