I can't for the life of me get this to work, everytime I extract the files, I can't seem to get the 35 file. Any ideas?

After you extract the file from the gamesave you need to then use Offzip to decompress the file's data. That's where the "35" file comes from.

Yeah it gives me 6 or 7 different files after I use the OffZip but none of them are the 35 file I need.
