I had better answer my own comment as it might help others.
How to get Diablo 3 Save Editor working on Windows 8.1
1. Download DataBase.db and Resources.DB from the First page of this Forum Thread.
2. Cut both these files from Downloads Folder and Past both files into Diablo 3 Save Editor folder where Diablo 3 SE.exe is found.
3. Open Diablo 3 Save Editor and click on Tools > DataBase to import DataBase.db file into Diablo 3 SE.exe a window will pop up just turn it off.
4. Click on Tools > Resources to import Resources.DB into Diablo 3 SE.exe turn off the pop up window
5. Now Windows 8.1 will no longer complain about software issues. Your good to go.
I have no problems Moding the Ps3 Diablo 3 save from the Hardrive, I wouldn't even try modding from the usb.
I hope this helps a few people as up until now I was stuck not being able to use this Editor.
Remember! without the two extra files this Editor is unusable.
Ok. But what about windows vista. Any idea?

Man, when i try to open the savedata files on the "Inventory Editor" there's an error msg:
"An unhandled exception occurred in a component in your application occurred. If you click Continue, the application will ignore the error and attempt to continue.
Value was either too large or too small for an Int32"
(i used translate)
Obs: I'm already decrypted the files, and changed the Resource an Database.
I'm using ps3 and win7...
what it mean?
