Fallout 3 Dlc

Can anyone shed some light on where your dlc's get stored on your computer? i purchased all the dlc's for fallout 3, but i decided to create a new gamer tag for
my 360. so i want to know if it is possible to take those dlc's and move them to my new pc to my new tag and use them there instead of repurchasing them?

Get horizon
plug HDD in
find dlc
right click extract.
Or Fallout 3 had a game of the year edition come out, on disc 2 is all the dlc.
