Use one of the editors floating around to change the condition of the item, that will in turn increase the damage.

Damage is equivalent to the condition of the weapon in fallout 3. If you use the save editor that is on this site, and you put the condition of the weapon to 999,999, you will 1shot everything in the game, even on very hard mode with the bbgun.
Stats actually dont effect your damage with guns at all, only with melee weapons. Your skills do however. The editor lets you edit your SPECIAL stats, but it does not allow you to edit your skills like in the New Vegas editor. If you would like to get all your skills to 100, you will have to simply edit your inventory and give your self 100 of each of the skill books. They permanently raise a skill by 1 point. There are 13 different skills, so you will need to get each of the IDs for each skill type book, which can be found here: http://fallout.wikia.com/wiki/Fallout_3_skill_books.
Also, you cant make an item out of thin air; you need to change an existing items code in your inventory to the ID of the skill book, so make sure to pick up 13 different useless things first. And make sure that the condition of the books is always -1 before you hit the "add item" button. Hope this helps : D
