To get free DLC by using the same method of getting saves off of the 360/PS3, then changing the console I.D Profile I.D and things like that?

Short answer. No.
Long answer. All game content (anything that can be played, either directly as its own title or indirectly as part of an expansion to another game) is signed in various ways that are nearly impossible to duplicate. All content is signed to by the motherboard used to install it, and only Microsoft know the signatures of every 360 motherboard. This is why you may hear about JTAGs being able to play unsigned software; a JTAG doesn't need to check if the software is signed or not and completely bypasses any such checks, while retail consoles are designed to check for the proper signature when attempting to load a file. If you tried to load content that isn't properly signed to your console, you'll either get a "content is corrupt" error, or you will be told straight up that the content isn't yours and that you can't run it. The same general concept is used for pre-paid MS point cards and why there aren't any legitimate keygens for them: you can try to steal the codes from the cards if you want, but they won't work until they run through Microsoft's servers upon purchase.
There was a loophole that was used for quite a while involving profile downloading and license transfer, but it was fixed and almost most that tried it got banned.

Ok, i have another stupid question i want to know, is it possible to make my own gamer picture in Horizon/Modio, and if so, can i have the steps for said process?

I don't know if it's possible. Like Renegade said, if you have any questions about specific editor, the best is to always ask the developers.
