Dark Souls II Save Editor Stopped Working

I'm currently using Windows 8.1 Enterprise, 64-bit. When I try to start the program, it stops working.

Same for everyone, the cloud server is down. The program gets a 404 error when it tries to download the database files which causes it crash. But I don't understand how all the comments on the post are acting as if it works. So hopefully someone uploads the files.
