It lets you do all sorts of stuff, duplicating items, infinite items etc. Plus you can swap your class so you can make some seriously badass characters, like an arcane warrior with actual weapon skills like shield bash etc. I use this along with hex editing for my saves. You can't edit armor or weapons with the tool, but you can hex those with any hex editor with a little practice. With the editor you can right-click a blank slot on your character screen and add many effects like fire resistance, spell/talent points etc.
