With some USB drive i had the same problem (i don't know why, but i could not access the device using the editor), that is why i used this program to extract (and injiect) files from the drive: USBXTAFGUI.exe (you can find it easily). After you extract your file you can open it using the editor, it will work for sure. Else you can wait the updated version, may be Genesis will fix it.

1st: Plug in my 8GB USB to my Computer.
2nd: Open USBXTAFGUI.exe then extract my ff13-2 gamesave to desktop.
3rd: Open Genesis Save Editor then load my extracted gamesave in desktop.
4th: Edit / Insert watever I want to my gamesave.
5th: Save my edited gamesave.
6th: Inject it to my 8GB USB and delete the old gamesave then plug it off.
7th: Plug it in to my XBOX 360, play FF13-2.
8th: Load my edited gamesave thru my 8GB USB, then poof ! " FAILED TO LOAD ".

Backup your modded save file. Delete everything in your USB and reformat on the 360.
Make a new save game on your usb by selecting new game.
Quit the game.
Plug the usb in your pc and open up USBXTAFGUI delete your new save and inject your mod save
Now go to the editor click tools USB mode and click open. If you get an error click tools and Clear Xbox360 Configurations
Input your Gamertag ID into the new popup and you should be able to open your save file with the editor.
Plug your usb in the 360 and the game should be able to load and save your modded save file.
