I have that same issue but only if I try it with my hardcore character,it works fine with my regular so that could be it

Says it right there on the first page...
1. Extract your gamesave to a backup folder (I am not responsible if you lose your character!)
2. Extract your Character ".dat" file from your gamesave (in the heroes folder in your save)
3. Open your Character ".dat" file into the Decryption Tool
4. Press "Decrypt", close the Tool if you want
5. Open your decrypted Character ".dat" file into the Editor
6. Mod what you want and press Save (close the Editor)
7. Open your Character ".dat" file into the Decryption Tool and press "Encrypt"
8. Replace your character ".dat" file back into your gamesave
9. Rehash/Resign
10. PLAY!!!
To find the folder where your hero(s) are you need to use Horizon. Drag the game save to the left, click on the Contents tab located to the right. You'll see account/profile/pref.dat files. Now look to the left of that. In that gray box you'll find your Root folder with .. TA DAH! the sub folder with your heroes in it. Your heroes .dat file is a mixture of numbers and letters.
Ok i know i follow every step and it looks like all is good....untill i go to the game because my players stats are the same.
After few trial & lots of error, I managed to get a character max stat.

So all it does is edit your stats with out any changes to your level?
