Try to extract the ff13-XX.dat with modio, then reboot, kill processes, or edit it with the save editor on another pc.
One of those solutions should work.

i tried all 3 and still no luck. does anybody have a game save at the beginning of the game that has worked for them using the editor? Doesn't have to be modded. Sorry if i'm asking too much. Thanks guys

Take ff13-XX.dat out of the root folder of the save editor before opening it.
The tool won't work if you open the file from the root folder. There will be a fix for this later. (This means you cannot have the ff13-XX.dat and the save editor on the desktop at the same time too)
When you're done editing your save data, and click Save, the tool puts the new ff13-XX.dat in the root of the save editor.

The save editor I downloaded only came with the application, an extension and a readme txt file. I use modio to extract the dat file to the desktop directly and then trying opening it using the save editor

See the previous post. Just put the save data you are opening anywhere but the same folder as the save editor.

Echelo i had the same problem and seen you said take out the root. glad you did i think it might help others by puting in your first post some might not see it on this page in the future when have many more pages thanks for your hard work
