Re: Lightning Returns Basic Save Editor v0.23
"Red Dragon Outfitters (Rare Shop)
One very particular shop is the Red Dragon Outfitters. This is also known as the "rare shop" and "Forge (Rare)", because it's run by a single NPC that constantly (and, unfortunately, randomly) moves from place to place ("Forge (Rare)" is his official name, though he's actually an Outfitters and not a Forge).
He can be found on any continent in any moment of any Day, and there is no way to determine where he is going to spawn. He looks like a dark-skinned man with a red and black checkered hat and a rucksack on his back.
The best you can do to find him is running as fast as possible to all the possible locations where he can spawn, while using Chronostasis to keep him in the same place: his "move to another location" behavior is time-dependent, so if you use Chronostasis all the time at least you are sure that he won't move somewhere else. The thing is, if, say, you look for him in North station square in Luxerion at 09:00, you don't find him, and you start going to other possible locations to find him, by the time you reach the location where he was at 09:00 it could be, say, 13:00, and he might have moved away from where he was at 09:00, maybe to the North station square of Luxerion where you've already been. To put it simple, since you need to be at the right (random) place at the right (random) time, at least make sure that one of these two random and constantly-changing factors doesn't change (time) by keeping it fixed with Chronostasis.
Needless to say, it's a very luck-based hunt. He doesn't sell Garbs that are particularly exciting, aside from Carnaval Crusher (from Day 11 on) and Astral Lord (Hard only) (very cool Garb, but still not that useful against more powerful enemies), so don't worry if you can't find him -- it's no big deal, and it's not going to interfere with the strategies necessary to beat the strongest bosses of the game.
In the image below you can see the possible positions where he can spawn:"
