I hate to keep asking, but I'm really confused how everyone's being able to edit the monster list. I've provided a screenshot of my APP.DAT at the offset for Gorgonopsid in HxD. What am I missing?

That makes sense, since Meonekton's kill amount is FF FF in hex. The thing is, in my APP.DAT the offset 25D2D and 25D2E are FF E7, not however many I have actually killed. When I went back into the game and killed a few more off and compared the same location after with one before the amount is the same FF E7.
You probably messed with it and changed the numbers. Change it to what you want the kill total to be and then it will start updating properly.
25D2D and 25D2E = FF E3 here. So I don't think he messed with it wrong, there might be something else going on there with those values.
Strange. What did the numbers in the save change to after you defeated a few more? Worth testing would be to reset the count to 00 00 and then fight a few and check the numbers in the save again.
Also, I wonder if it is counting backwards in your cases? Try "FF AF" and see if the next Gorgon is the Last One?
Hmmm .. probably those monster offset is for PS3 R3.

I'm try to edit the locked abilities, but can't find it. So anyone can point or have any clue where is the locked abilities at?
Ok at long last I figured out the problem. For some reason in my save the monster offsets start at 25C15 instead of 25D2D. When I changed this number and went back in game, I was able to spawn the Last One for Gorgan and when looking back at the save the number now reads 50 (80 in decimal). Thanks to everyone who helped me with this problem.

For some reason, editing abilities doesn't work for me. I tried editing some level 2 and 3 ones to * level, and changing their auto abilities, but when I load the game up they're the same as they were originally. If I transfer the save back and open up the decrypted app.dat, they're still edited (and the only instance of that ability period in the save, so I'm not modifying the wrong one). I only have one save, and I don't load the auto save, so I have no clue how this makes sense :( Is there a trick to it I'm missing?
Ive done what it said , everything is good , but i wanna know what part of the code , resemble the attack , stagger power , stagger time , and that stuff , if i wanna edit them :S ,like i wanna increase the attack of an ability

Don't think that's possible. I think those are just hardcoded to be a part of the armor.
Still looking into that. My guess is that it has to do with the last few chars of the hexcode. I know one that changes the Level to whatever you want it to. (I had a Level 255 ability for example).
Here is an explanation on how to edit all aspects of abilities. I am using HxD editor, so the explanation is based off that. I feel that an example would be best, so here it is:

00 = Unequipped. 01 means equipped.
02 = Level 2
00 00 = ATB cost (0 means it is the default value, like 40 ATB for Elementa)
FF FF FF FB = Damage modifier (Every modifier worked of a base value)
Now to change this to Elementa lv 5 with 8.9 modifer and 25 ATB cost, change as below:

Now each ability has a base modifier. Elementa has 2.8 as the base. Each ability also has an increment value, and for Elementa it is 0.1. So basically, to get from 2.8 to 8.9 in 0.1 increments, it would take 61 increments. 61 in hex is 3D. That's what you change the modifier to.
With this you should be able to change pretty much every ability as long as you know the base and the increment. One of the users in Echelo's thread shared the details of bases and increments, which I'm quoting word to word below:

They work just like I posted above; so, using Attack as an example, a strength value of 00 00 00 01 would give you a strength modifier of 1.01, a strength value of FF FF FF FF would give you a strength modifier of 0.99. Hopefully, this will make it easier to add ability modification to the editor :).
EDIT: I've added the rest of the abilities. Almost all of them increase or decrease in strength in steps of 0.01 (so 00 00 00 01 is a strength increment of 0.01, for example), except for certain, multi-hit abilities, which have different increments (taking Elementa as an example, a value of 00 00 00 01 increases strength by 0.1 from the base value). I've made a note in the list for every such exception that I noticed.
Guard abilities use increments of 1% (resistance), ailment abilities increase in steps of 1 (duration).
You should be able to edit any and all abilities using the above information. Let me know if you have further questions.
ok, so i'm trying to mod my soul seeds so i don't have to grind for them for both the achievement/trophy in the game & the elixir yet when i follow this guide & hex edit the amount of soul seeds i have....it shows up in game but does not pop the achievement/trophy for 50 soul seeds collected but the number continues to increase like normal when i pick up a soul seed so did i do something wrong when hex editing or is it impossible to hex edit to get the soul seed achievement/trophy easier?
Have you taken them to one of the Soul Seed people? When I modded them and went to one of the people it went through all of the awards, and when the Elixir came up it popped the achievement.
EDIT: Wait nevermind I didn't realize that there was two achievements tied to soul seeds.
There is most likely another hidden value that keeps track of how many you 'picked up'. Just adding them to the Inventory doesn't work for the 50 Seeds collected Achievement, because it doesn't register as you having picked up the items.
For the Elixir it's a different story, because you just have to exchange 100 for one (80 on NG+).
ok so i was going to make it to where i only had to kill the last one of a few monsters in game....i found the offset list for monsters & was wondering if there were any others i have to edit besides the one in the list because i just want to kill the last ones.

A word on abilities: To add to Eternal's post on modding all ability attributes, each level of ability has a different starting power. If you want to shoot for the moon, simply replacing the last four hex pairs with (00 00 FF FF) will more than take care of anything that would come across your path. If you're looking to keep things more legit, I've posted the max powers of each of the abilities above. (Sorry mates. yeah, I cant do it I try to switching one of my copied abilities I dont need to a Heavy Slash (Level *) w/ Artemis’s Arrows but I got it code name with no stats instead & I tried looking it again after that start smelling copper from my head I need an easy way of doing this...... help me understand or something

Also, ATB recycler is an ability that was not used in the game. For every ability with 30 or more ATB cost, it recovers 10 ATB.

Now I have a different question, I wish to use Esuna Guard, Quick Stagger 75%, Overclocking Manual+, Arsenal of One+, Ruinga and Revenge Guard as an auto-ability for my abilities, also drag out Darkness, Ashura, Flame, Flood, Lightning, Wind Slash, and Lancet(not that I have anything against the primary users but just to uses when things hits the fan)can anyone help?????:001:
Aside from making abilities do all 9's against any enemy, do you know how to reduce an abilities ATB cost down to 1? If not that low, maybe just 10?
