Some guy named Psychoholic posted it on PCSX2 Forums. He later said he didn't find the info himself (but didn't specify your name).
(I credited you there as well btw. Since I now know who actually found the data.)

what? there is no junk data the data fills out when the save is re encrypted

Yes, there is junk data. Give a try to my guide and you'll see. All the data from 64F8 to 68FF are only "00 00":

I realized this when I compared my PC save with a PS2 save I had in my computer. They were very similar at the end (except for all this junk data that the PC save had but the PS2 save didn't. So I gave it a try and it worked.

Yeah it's just useless data that causes FFXED to not recognize it. And there's no harm in deleting it to open it up in FFXED. The game itself will automatically fix it again anyway after re-saving.

The PS3 version needs the file length for re-encryption until proven otherwise as data is at the section when you copy the encrypted save from the system
