Are they good chances of being reset like using a mod tool to unlock achievs?

Honestly I don't think they reset for using gamesaves. The reason being is it is a flaw in their system. How you ask? Why thank you for asking. If you play on console A and have a save that has all achievements unlocked and than go and try to play the game on Console B on your recovered profile that was never updated. It will give you all the achievements. So how are they to know you didn't do this?
You can have 2 gametags but gamertag A on Console A could be inactive but it's saves should still work with Gamertag B on Console B. At least that is how it used to be.
Also I used to be a Ex-Moderator for 360 Gamesaves which was the biggest gamesave forum/database(unfortunately it is no closed). Also I have never modded my gamesave and have openly gamesaved and they have not reset me. I think as long as it's not modded and not hurting online they don't care...that don't mean gamesave a ton. They will probably only ignore so much on gamesaving as well.

Whoever says they won't get you reset is a liar. Sufoor was one of the first people to use save games from the net to get achievements. He was reset a long time ago.
It's still earning them illegitimately.
I would think more of chance, even though your using a save rather than altering the profile data your still getting multiple acheivements at the same exact time, if done offline not such a big deal but if done on live tis just plain dumb. Especially since a lot of load and pops I see don't have legit order to them.
i upped my gs by 90,000 in 2 days. haven't been banned yet. knock on wood. this was about 6 or 7 months ago.
