Unfortunately, this is a known bug that I've read about numerous people having. I have yet to see a solution to it.

I think you need to use them to activate the shouts in the Magic menu BEFORE you encounter the first Dragon and take its soul. If you wait, you will lose the Dragon Souls...

How do you "unlock" the shouts? I can see them under my "Magic" tab but can't use them. They show as having 0 Dragon Souls. Only one I can use is the Unrelenting Force after...
