All you can mod at the moment is the weapon. And weapon lvl increases its dmg, ammo cap, and lowers it weight. Sorta of a package deal. Might be able to lower the weight by itself some other way but I don't know how you would.

How much does it mod the damage? If it just increases it to the level of the gun, for instance from level 5 to level 10, that's fine. But I don't want one shot kill weapons.

Never mind I found it. Anyone had any luck yet with swapping powers? I was going to put the overload and incinerate abilities on my Vanguard so I can do all the achievements on one play-through but once I mod them they wont stick. Also when I modded my ability points they revert back as well. Anyone know a fix for this?
You can upgrade weapons in game up to 5 levels.
If you legit upgrade, say...the Katana shotgun, to level 5, when you go to mod it's values, the value will be 5. If you change the 5 to 10, that's an additional 5 upgrades, which includes the damage and weight. (And ammo, it seems, I didn't notice if legit upgrades gave me more ammo)
Set it to 100, that's 100 upgrades..
It'd be nice if you could just mod each separate variable...maybe in an updated version of Gibbed.
