Arrayyes... this is really a good question...
if you had asked me a few years... maybe a decade ago...
then i would have said yes... absolutely... ^-^
but now... i'd say some are... many aren't
as now most of the companies go for graphics... and only for graphics...
you don't see many games anymore with really great story development or good an intuitive gameplay
luckily there are still those few games then keep popping up from time to time ^-^

ArrayI believe it to be art yeah, due to the amount of development that goes into them, sketches, modelling, programming etc. So yes definitely art.
