Going to test now, hope it's working :)

** Tested,(changed value to 9999 and did r&r, save loading without probs only nothing changed as career points) And for upgrades as Speeds/Power etc you need to have Attributes points :P

This SAVE got 5 attribute points.
And this SAVE got 10 attribute points.
