What's the max amount of skill points I can have for a level 5 million or 10 million?

Multiply the level of the character by 4 and add 19.

Level 5 mil: 20,000,019
Level 10 mil: 40,000,019

just so you know.. level is not the only variable to control total skill point limit. With adjusting the experience level you can have a level 76 with over a billion skill points to apply.

So if I hack my XP to 999,999,999 I should be able to have the stats of a level 30 million?

When I insert 7ff to the exp It never works when I put the stats at 10000

I generally set my stats to 2,000,000,000 apart from health because if it's set too high you glitch and die whenever you're healed, and also Tower Range for Huntresses and Monks as you cant place auras and traps that are bigger than the map. I have a bookmark for HexWorkshop that converts into decimal if you want it. I don't know why but sometimes you level and stats reset when you edit probably some sort of exp check so I always make my level only 50,000 and 2 billion experience.
