This isn't an account/password/Hotmail/PayPal issue, it's a well-known phishing scam. Check the headers of the e-mail, as well as the source addresses of the URLs in it, and you will quickly realise that it wasn't sent from PayPal. Just delete the message, without actually replying to it or clicking any included links, and you'll be fine.
These types of phishing attempts are incredibly commonplace nowadays. You should expect to receive more and more of them as time goes on. Common sense will quickly teach you how to handle them (delete, delete, delete), but, if you are overly paranoid, or just want to be a bit more proactive in dealing with them, you can install a decent anti-spam package on the PC side (included with most anti-virus / firewall suites), or, if you use webmail, switch to a provider such as GMail that has better spam/phishing protection and detection already in place.
