Tried this with XCOM Editor v1.3, v1.4, v1.5, and v1.6.
It does work, and quite well - thank you - with Microsoft .NET Framework 4.5.

HOWEVER, it doesn't work with all saves.

When I decompress the save file data, I get a different number of "Blocks" with different saves. On saves where there were more than 10 blocks decompressed, the editor couldn't open them. But, on saves with, say only 6 blocks, it opened them just fine and I was able to edit, save, compress, replace, rehash, resign, and everything loaded up and played just fine.

Of course, the save that I really want to edit has 43 blocks. . .
    Anybody have any ideas?
    Thanks.
The ones with more blocks just take longer to open. My last one had 26 blocks and it still worked, just took longer too load in the editor

Huh. Weird. I was just trying to be helpful and thought I might be on to something.

When I try to open one save that has 14 blocks and another that has 22, I get .NET exception errors that an index is out of range. But, the lower-block ones load just fine.

I'm not a programmer, I have no idea if the number of blocks have anything to do with anything. I'm just posting what I've gleaned from my experience in the hopes that it may lead someone else to success. =]

Ha no you definitely are right. The blocks just represent information. The more info, the longer it takes to load. Sometimes it helps to just make a new save. Make sure your not in a mission or anything either.

And just so there's no confusion -- I have the utmost respect and appreciation for fairchild and Idlehands88 and their efforts.

How many of you are running the editor in a Windows VM? I wonder if that is the cause of my problems. The decompression goes perfectly, and no matter how many blocks the save is, the editor won't open any of them. I now get "not responding" for minutes on end, followed by the error that has already been posted. Are there any leads as to the cause of the error?

Only thing I can think of is restart your PC and do it as soon as it comes up
