If you have never played the game online, you can take 250,000 online.
If you have played online, you can take 10,000 per day since you were last online.
if your offline (and not going online) you can mod 2,147,483,647.

You need to extract the GPD from your profile, it's not part of the save.

Shame about the hassle trying to grab a file? It's a GPD modifier, there is no hassle involved. It's been clear since Halo 3 that things are saved to profile, not to a gamesave.
