1. I configure my USB on the xbox

4. I start black ops 2 (Offline) and pick the usb save drive

Step 2.1 re-sign and re-hash the downloaded save files using a programme like 360 Horizon and your own profile/gamertag ID.

For step 3, you need a programme like 360 Horizon or an XTAF explorer to put the xbox save file onto your xbox USB stick.

Step 4 is correct.

Step 5 REPLAY MISSION, pick mission 3 Old Wounds and play on whatever difficulty you want (I suggest RECRUIT) and pick whatever weapon you want, like the x-ray gun and a SMG with target finder scope. Finish the mission without dying/failing to complete all the challenges to 160/160.

Sorry about this, but I will just tell you what I did and let the whole community laugh at me. :P
1. I downloaded this file
2. I injected savegame.foo to Horizon
3. I made the profile and console ID on the gamesave the same as my accounts profile and console ID.
4. I saved it.
5. I plugged my usb back into the xbox where it said under games and apps 'Call of Duty: Black Ops II World State
6. I started playing black ops 2 on my account
7. I chose the usb as my save storage
And when I chose campaign the only option is new game. Have I done something wrong? Should I have completed the first level of the campaign before I started the transfer. Please help someone, I would really appreciate it.

Hmm, maybe you need to re-sign and re-hash both files savegame.foo and savegame.svg. .svg is the bigger file, so I'm assuming that that file has more important information on it.

In Horizon, under Tools > Package Manager, you can open the save files on the PC, and re-sign and re-hash before saving them to your USB stick.

Other than that, it looks like you are doing things correctly.

if all you want is everything unocked then try this save, it has all camo's weapons and everything else is unlocked not all challenges are done just enough to open all the extras so still some challenge left in the game.

and heres what to do to earn the best ending.
Note: To unlock the best ending, you'll need to accomplish the goals below before making the final choice.
Major Decisions: Save Woods / Save Karma / Spare Menendez
Story Mission Prerequisites:
(keep access perk on at all times)
Pyrrhic Victory: Successfully rescue Woods (game story).
Celerium: Recover the Celerium Worm (game story).
Old Wounds: Interrogate Kravchenko to learn about the CIA mole (resist killing him).
Time and Fate: Find all the intel to learn about CIA mole (i'm not sure if i did this one)
Fallen Angel: Find Zhao's secret meeting intel / Harper successfully protected
Karma: Save Karma / DeFalco dies (though you can also let her be captured so you can do the second chance strike force mission after)
Suffer With Me: Menendez is unable to manipulate Woods (snipe the legs not the head shot, lol)
Achilles' Veil: Keep Farid alive (by killing harper) / SDC allies with US military forces (Strike Force Complete)
Odysseus: Save Admiral Briggs / SDC protects the USS Obama with Drones / USS Obama survives long enough for SDC reinforcements / Karma & the USS Obama survive the attack
Cordis Die: Save the President
Judgement Day: Capture Menendez

just rehash and resign with your id's.

You are the MAN!!!! Thank you so much, I know how hard and time consuming that must have been and I cannot thank you enough for saving the last challenge for people. I neat the game on Veteran then started with them and it was hell, missions over and over again.
