(REQ) Skyrim Pre CC

I was wondering if you could make a Pre-CC save, with:
1. Gold around 30,000,000
2. All Perks Unlocked
3. Level 81
4. 800 Extra Carry Weight
5. Health at 850, Magika at 1250, Stamina at 600
6. All spells unlocked
7. All skills set to 100, with smithing set to 300
8. 700 dragon arrows
I have all the DLC just in case you needed to know!
