Yeah, that's also true as well. The whole premise of the Cold War was that USSR and US were afraid of bombing each other (along with the rest of the world) straight to hell. Because they knew that, if one side fired, the other would have to fire back with everything; it would be both sides releasing nuclear armageddon on each other. The difference between then and now is that the quantity and quality of our nukes has kept up with the last fifty years, while North Korea's nuclear research is actually twenty some odd years behind our Cold War arsenal.
Also, while the UN doesn't exactly have any military power, it certainly does have pull with the rest of the world. North Korea will always be remembered as "that guy" and will never be invited to play with the other kids. While crossing the UN doesn't in and of itself have any direct consequences, it certainly does have indirect consequences that will make life generally harder for NK. And the funny part is that NK is willing to throw all that away for the sake of a few bombs. Oh well.
