I'm almost done with my Saints Row IV save editor and it will be released very soon. I should have it out by Tuesday for sure.
As you can tell it's very similar to my Saints Row: The Third editor so it should be fairly easy to use.

Also the Data Clusters (Power Upgrades) are at 0xD52C (Int32). I found Damage Reduction Multiplier, but need to narrow it down (changed a bunch and now I get 1 shotted because I increased the value lol).
