After more extensive testing I discovered....
1. God Mode turns off during cutscenes and during missions.
2. God Mode turned off after getting arrested. ( could have been a coincidence. Anyone else tested this yet?)
Otherwise it works perfectly during free roam.

so can i only make god mode work for 1 person?. since i have to click "current /god mode". i haven't tried it. and i will be trying it later.

This is how god mode works. When you change character in game your health will go to 100% this is because the save only has a one data block for health. So whoever is your current character you will be able to mod. If you switch to another character then it automatically changes back to 100%. There is no way around this.

It's all good it make sense anyways. It's no wonder we get our health back every time we switch. one thing for sure god mode don't work when i replay a mission for that character lol. oh well. It's still a good mode to mess around in free roam
