I know this is an older thread, but I've put something together based on the work lobotomizedgod did on this thread, and that of Ward_Point on gamefaqs.com.

I used it as a simple interface to create hex code for desired abilities.

Thanks SO much for this. I just downloaded it and was using it to make all my skills right now. Some of the increments for the spells were wrong, leading to crazy numbers for the "legit max" powers but I found the correct ones from the thread.
