does the "get all" option unlock all cars ? or only the cars you can buy in the shop ?

Currently only the cars from the garage...

I played the game only for a moment, so i dont have a save with more cars :(
If anyone does have a save with more cars or something to mod, then please provide me the save, so that i can update the tool.

I have a save with Most if not all the cars UNLOCKED if you still need it?


Won't be using the tool I don't think.. But I have a save none the less.
